The system was operating manually. In manual system data collection and compilation was tedious, requiring a lot of number crunching and paper work. Reports creation used to take lot of time in data evaluation and thereafter calculations. Organization evaluated need for a better system with quick collection of data from the district offices and faster compilation into reports at district as well as head office. |

Solution |

MARG implemented a Central database with each district maintaining its own copy of data. Data confidentiality is maintained against various districts. Real time updating of district records at the head office was not required. Poor internet services and regular power failure were other reasons which made technologies like database replication out of question and hence we followed the adage-‘beauty lies in simplicity’. Therefore, Transaction logs are maintained for the district operations and at the end of the day or scheme, as per the requirement, data is encrypted and mailed over the internet. Database is implemented using SQL Server 2003 (Enterprise Edition). |

Manual System |

The organization follows extensive reporting with various reports relating to each other. Any wrong calculation causes a lot of re-calculation. Manual reporting process causes large cycle time even to answer simple information queries. Data collection from the district to head office requires personnel to commute to and fro, wasting precious resources like money, energy and man-hour.Another problem was, districts were not following one format for reporting. UPSFECC realized that standardization of data at the enterprise level to improve clarity and understandability of its own data. |

Heterogeneous Data Integrated |

The project involved reviewing the existing system, evaluating computerization requirements in various functional areas, and formulating an integrated enterprise-wide solution. MARG built the solution around five functional areas: Employee management, Legal, Secretarial, Procurement, Distribution and Accounts. Business rules and data rules were enforced across the design of information model to ensure validity, accuracy and quality of enterprise data. Full scale automation was built into process to improve the efficiency and reduce data searching and reporting time. |

Strategic imperatives |

Considering the data confidentiality policies maintained in the running system, infrastructure available and level of technology advancements, at the sites of implementation, we found that 24 hour online connection between district offices and head office was neither practical nor required. Better document tracking and accurate reporting was required while maintaining Data security. |
